The Austin ADU Guide: Attached vs. Detached, and What It Really Takes to Build One Well

Five years ago, an accessory dwelling unit in Austin was a niche project. Today it's one of the most common calls we get and one of the most commonly misunderstood.
Austin added more than 1,200 Accessory Dwelling Unit (ADU) permits in the two years following the HOME Initiative's passage in December 2023, roughly a 340% increase over the two years prior.
The rules genuinely changed. But the internet's coverage of that change has been sloppy, and homeowners are arriving at consultations with numbers and assumptions that don't survive contact with a survey.
The first real decision isn't square footage or floor plan. It's whether your unit attaches to your house or stands on its own. That single choice drives cost, timeline, code requirements, privacy, and resale value more than anything else you'll decide.
This guide is the version we'd give a client sitting across the table.
Why ADUs became mainstream in Austin
Three forces converged.
The regulations opened up.
Before December 2023, ADUs were effectively limited to SF-3 zoning, required the owner to live on the property, and faced parking minimums. Those restrictions are gone, owner-occupancy is no longer required to build or rent one and parking mandates were eliminated.
The math started working.
Austin's rental market supports meaningful income from a well-built secondary unit, and multi-generational living stopped being unusual. A significant share of the ADUs we price aren't rentals at all, they're for a parent who shouldn't be living alone, or an adult child who can't yet buy in this market.
Land got expensive.
On a lot in Tarrytown or Barton Hills, the land under an ADU is already paid for. Building 800 square feet in your own backyard is a fundamentally different transaction than buying 800 square feet anywhere else in Central Austin.
What HOME actually changed and the distinction most guides miss
Here is where nearly every article gets it wrong, and it matters, because it determines which permitting path your project takes.
The City of Austin maintains two related but separate pathways:
Pathway one, the traditional ADU. Per Development Services, an ADU may be built when the property is zoned SF-1, SF-2, or SF-3 and the minimum lot area is 5,750 square feet or greater, with allowable size determined by zoning district and geographic location.
Pathway two, two-unit and three-unit residential under HOME.
This is what the headlines describe: lots as small as 2,500 square feet, up to three units, expanded floor-area allowances. It is a distinct set of code provisions, and the city routes you to it separately.
Practically: if your lot is over 5,750 square feet in SF-1, SF-2, or SF-3, which describes most established Central and West Austin properties, you're likely on the straightforward ADU path. The HOME two- and three-unit provisions matter most on smaller lots and for owners considering more than one additional unit.
Three more things worth knowing regardless of which path you're on:
The city's definition is functional, not architectural. A space qualifies as a dwelling unit if it has habitable space, a full bathroom, and a sink or dishwasher outside the full bathroom. Add those three things to a garage or a bonus room and you have created an ADU in the eyes of the code, with every requirement that follows: zoning, metering, addressing, occupancy. This catches people who thought they were building a "guest suite."
Zoning no longer sets a minimum distance between units, though International Residential Code separation requirements still apply.
Short-term rental is restricted. An ADU built after October 1, 2015 may not be used as a short-term rental for more than 30 days in a calendar year, and a Certificate of Occupancy is required before you can even apply for the license. If your pro forma is built on nightly rates, rebuild it on a twelve-month lease.

First question: are you actually in Austin?
This one costs people months.
If your address is in West Lake Hills, Rollingwood, Sunset Valley, Bee Cave, Lakeway, or unincorporated Travis County, the City of Austin's HOME amendments do not apply to you. Those are separate jurisdictions with their own land development codes, their own impervious cover limits, often stricter, and in some cases their own septic and water authority requirements.
A Westlake homeowner reading about 2,500-square-foot minimum lots is reading about a city they don't live in. Confirm your jurisdiction before you confirm anything else.
Attached or detached: the decision that drives everything
Austin allows both. They are different projects with different economics, and the right answer depends on your lot and your intended use, not on which one sounds nicer.
Attached ADU
An attached unit shares at least one wall with the primary residence. In practice this takes three forms:
A new attached wing.
New construction extending from the existing house, with its own exterior entry.
An interior conversion.
Converting existing conditioned space, a basement, a bonus room, a portion of the house behind a demising wall into a self-contained unit.
A garage conversion.
The most common and least expensive path, and the one with the most hidden conditions.
What makes attached cheaper: You share a foundation edge, a roof structure, and at least one wall. Utility runs are short. Your electrical panel, water service, and sewer line are already there. Depending on the configuration you may add little or no new roof area.
What makes attached complicated:
Fire separation. Two dwelling units under one roof triggers rated assembly requirements between them, per IRC R302.1. That's wall and ceiling construction, penetration detailing, and sometimes door and window placement changes. It is not optional and it is not cheap to retrofit into an existing wall.
Sound isolation. Code addresses fire; it does not adequately address your quality of life. Assume you'll want to exceed the minimum, particularly on a shared bedroom wall. Decoupled framing and proper insulation are far cheaper now than regret later.
Mechanical separation. A separate HVAC system is strongly preferable to zoning off the main system for comfort, for metering, and for the simple reason that tenants and in-laws keep different thermostats.
Egress and access. The unit needs an independent, code-compliant entry sequence that doesn't route through your living space.
You live through it. Attached construction happens inside or against your occupied home. Dust containment, noise, and access management are real project scope, not an afterthought.
Garage conversions specifically: verify slab condition and elevation, whether a vapor barrier exists, ceiling height after you add insulation and a finished floor, and whether the existing slab drains toward the house. Older Austin garage slabs frequently need to be removed and repoured, which erases much of the savings people assume they're getting. Also do the honest math on losing covered parking, in some neighborhoods it costs you at resale.
Detached ADU
A standalone structure on the same lot.
What makes detached better:
Privacy in both directions. This is the reason most of our clients choose it, and it's why detached units command higher rents and appraise more favorably.
No fire separation between units, which simplifies the interior construction considerably.
Design freedom. You're not constrained by the existing roofline, structural grid, or where the current walls happen to fall.
The main house stays intact. Construction happens outside your living space, and the primary residence is largely undisturbed.
Cleaner rental product. A genuinely separate address, entry, and outdoor space rents faster and to better tenants.
What makes detached harder:
You pay for a complete building. New foundation, new roof, new envelope, new everything. There is no shared structure to leverage.
Impervious cover. A detached unit adds footprint. On a lot already near the cap, common in Central Austin, this can be the constraint that kills the project or forces a second story.
Trees. A backyard building has to thread the critical root zones of protected and heritage trees.
Utility runs. Water, sewer, and electrical have to travel across the yard, get trenched, and connect. Sewer depth determines whether you gravity-drain or need a pump.
Construction access. Getting concrete trucks, framing lumber, and crews into a backyard behind an occupied house is a genuine logistics problem.

A practical rule
If your lot is tight on impervious cover, has mature protected trees in the backyard, or has an underused garage in decent structural condition, attached is usually the efficient answer.
If you have backyard room, want rental income or genuine multigenerational privacy, or intend the unit to add maximum resale value, detached justifies its premium.
If you're unsure, the survey will tell you. It almost always does.
Start with the use, not the square footage
The most expensive ADU mistakes are programming mistakes, not construction mistakes. Get specific about which of these you're building before anyone draws anything.
Multi-generational living.
Design for aging in place now: zero-step entry, 36-inch doors, blocking in the bathroom walls for future grab bars, a curbless shower, lever hardware. None of it is expensive during construction; all of it is expensive as a retrofit. Attached often wins here for proximity and weather-protected access, though think hard about how much separation the relationship actually needs.
Long-term rental income.
Privacy separation drives value: independent entry, screened outdoor space, parking that doesn't require choreography. Detached typically returns more. Consider separate utility metering.
Guest quarters or pool house.
The unit sits empty much of the year, which changes the mechanical design, humidity control matters and changes the finish calculus, since you're building to your own standard.
Studio, office, or gym. Acoustic isolation and electrical capacity become the drivers, and this is the one case where detached is worth the premium even on a tight lot. A home gym with a weightlifting platform needs a slab and structural conversation on day one, and you do not want that sound transmitted through a shared wall.
What it costs in Austin
Published market figures run wide, commonly $180 to $280 per square foot for custom construction, with typical permitted units of 550 to 750 square feet coming in at $150,000 to $250,000.
Those are averages describing builder-grade work. For the finish level most of our clients want: real millwork, quality windows, a kitchen matching the main house, proper insulation and air sealing plan on:
Garage conversion: $200 – $300 per SF
Attached new construction: $250 – $375 per SF
Detached new construction: $275 – $450 per SF
A representative 750-square-foot detached unit at that standard is a $220,000 to $340,000 hard-cost project. The same unit attached might run $190,000 to $280,000.
Neither figure includes:
Design and engineering: architectural, structural, survey; typically 8–12% of construction cost
Permit and impact fees: including Austin Water tap and capital recovery fees, which are property-specific and can be substantial
Site work: access, drainage, retaining, tree protection
Utility upgrades: frequently the largest surprise; see below
Landscape restoration
Contingency: 10 to 15% on new construction, higher on conversions where existing conditions are unknown
Budget the all-in commitment at roughly 120–130% of the hard-cost number.
An ADU costs more per square foot than an addition of equal size, and materially more than your main house did. That isn't margin, it's arithmetic. A 750-square-foot building needs a full kitchen, a full bath, a complete mechanical system, its own electrical distribution, and its own foundation and roof, spread across very little area. The fixed costs of a house don't scale down.
The six site conditions that decide feasibility
1. Impervious cover. Austin limits the percentage of your lot covered by anything water can't pass through: house, ADU, driveway, patios, walks. Many older Central Austin lots are already near the cap. This is the single most common reason a project gets redesigned, and the most common reason a detached plan becomes an attached one.
2. Trees. Austin's tree ordinance protects heritage and protected trees, and the critical root zone extends well past the canopy edge. A single heritage live oak can eliminate half your buildable area. Get an arborist involved before the architect commits to a location.
3. Electrical capacity. A new dwelling unit needs its own service or an adequately sized subpanel. If your main service is a 100- or 150-amp panel from the 1970s, common in Tarrytown, Hyde Park, and Travis Heights, you're looking at a service upgrade and Austin Energy coordination. This applies to attached and detached alike; adding a second kitchen and a second HVAC system to an undersized service is not a code question, it's a physics question.
4. Water and wastewater. Where the existing sewer line runs, and at what depth, determines whether the unit can gravity-drain or needs a pump system. This is a survey-and-camera question with a five-figure spread between the answers, and it's the biggest single cost variable separating attached from detached.
5. Setbacks, easements, and floodplain. Utility and drainage easements are invisible until you pull the plat. So is floodplain, which in parts of Austin has been remapped.
6. Deed restrictions. This one catches high-end homeowners specifically. The city notes that deed restrictions and restrictive covenants may affect a proposed development, and verifying them is the applicant's responsibility. Zoning permission is not HOA permission. Older platted neighborhoods sometimes carry covenants that independently restrict secondary dwellings and the city will not check for you.
Best practices for a successful build
Survey before design.
A current survey with topography, trees, and utilities costs a few thousand dollars and prevents the most expensive category of redesign. Never let an architect draw on a plat.
Run a feasibility study before you commit.
Zoning confirmation, impervious cover math, tree assessment, and utility capacity all before design fees. This is also where the attached-versus-detached question gets answered with data instead of preference. Ours runs a few weeks and has occasionally ended with us telling a homeowner their lot doesn't work. That's a better outcome than finding out at permit review.
Secure the address early.
The city requires each new dwelling unit to have a unique address or building number obtained before submitting the residential building permit application. Small administrative step; it will stall your submittal if you skip it.
Resolve utility capacity in design, not in the field.
Determine the electrical service requirement and sewer connection strategy while the drawings are still editable. Discovering a service upgrade during rough-in turns a three-week delay into a three-month one.
On attached units, over-invest in separation.
Meet the fire rating because you must; exceed the sound isolation because you'll live with it. Decoupled framing, dense insulation, and solid-core doors on the demising assembly are inexpensive during framing and impossible afterward.
On detached units, design it to belong.
The best ones read as intentional, matching roof pitch, compatible masonry and window proportions, consistent trim detail. The worst read as a shed with a kitchen. This is where resale value lives; an ADU that looks like an afterthought appraises like one.
Plan construction access honestly.
Where does the dumpster go? Does a fence section come out? Which trees get protection fencing? For attached work: what's the dust containment plan and which bathroom do the crews use? Answering this during preconstruction protects your landscaping, your finishes, and your neighbor relationships.
Decide on separate metering deliberately.
Separate electric and water metering simplifies a rental arrangement and adds cost. For family use it's usually unnecessary. Decide before design is finalized, retrofitting it is expensive.
Budget realistically, then hold the contingency.
Fifteen percent is prudent, not pessimistic, and conversions warrant more than new construction because you can't see inside the walls until you open them.
Understand the tax consequence.
A completed ADU increases your property's appraised value and your tax obligation, with reassessment following the Certificate of Occupancy. Your homestead exemption and appraisal cap still apply to the property, but plan for a higher bill. Talk to your CPA before you break ground.
Timeline: what to actually expect
Feasibility and survey: 2–4 weeks
Design and engineering: 6–12 week
Permit review: plan for 8–14 weeks; residential review is faster than commercial, but correction cycles are the variable
Construction: 4–6 months attached, 5–8 months detached
Total: roughly 12 to 18 months from first conversation to Certificate of Occupancy. Anyone promising six months is either doing a simple garage conversion or hasn't submitted to Austin recently.
One permitting note: once activated, a building permit expires on the 181st day without an inspection, and each passed inspection extends it another 180 days. Long mid-project pauses carry administrative consequences, not just schedule ones.
How to choose a builder for this
An ADU is a complete house compressed into a small footprint, built either in your backyard or against your occupied home.
Ask specifically:
How many ADUs have you completed in this jurisdiction in the past two years, attached and detachedz?
Who handles zoning verification and the address request, you or me?
Are electrical and plumbing self-performed or subcontracted?
What's your written exclusions list? Are the service upgrade, tap fees, and landscape restoration in the number or out of it?
For attached work: what's your demising wall assembly, and what's the dust containment plan?

Start with the site
If you're considering an ADU, don't start with floor plans, and don't decide attached versus detached from a Pinterest board. Start with whether your lot can carry one, in what form, and at what number.
